Executive Order 13486 Working Group on Strengthening the Biosecurity of the United States

The U.S. Government Working Group on Strengthening the Biosecurity of the United States was established by Executive Order 13486 on January 9, 2009 to review existing policies and practices in place at Federal and non-Federal facilities that conduct research on; manage clinical or environmental laboratory operations involving; or handle, store, or transport BSAT.  The charge to the WG included development of recommendations for new legislation, regulations, guidance, or practices for security and personnel assurance and options for establishing oversight mechanisms. The report represents the culmination of the WG members’ research and deliberation, including consideration of information obtained from public consultation and laboratory site visits. 

The Working Group was chaired by officials from U.S. Department of Health and Human Services and the U.S. Department of Defense and included representatives from a broad range of Federal agencies that have responsibility for various aspects of the research on and security of biological select agents and toxins.
